An amendment to this effect was adopted in the context of the examination by the National Assembly of the bill authorizing the extension of the state of emergency. The explanatory memorandum highlights “The economic and social impact of the Covid-19 epidemic and the health police measures taken to respond to the situation” which prevented many employees from declaring their rights, without providing any element allowing to establish the link of cause and effect.
